Il 15 maggio ricorre la Giornata Internazionale dell’Obiezione di Coscienza, per sollecitare l’impegno di chi non voglia limitarsi a contestare le guerre e il militarismo, ma intenda opporsi ad essa concretamente e direttamente, unendo la resistenza nonviolenta ad una proposta alternativa di pace e di giustizia sociale ed ambientale.
In quest’anno particolarmente critico, il M.I.R. Italia – la più antica organizzazione pacifista italiana, affiliata internazionalmente all’I.F.O.R. – ribadisce il proprio impegno a contrastare le spinte guerrafondaie e la militarizzazione della cultura e della società, con particolare attenzione al mondo dei giovani, della scuola e dell’università, sempre più coinvolte in attività propagandistiche delle forze armate.
Proprio sul terreno dell’Obiezione di Coscienza alla guerra ed al servizio militare, il M.I.R. intende sensibilizzare i più giovani ad opporsi al contagio del militarismo e del bellicismo, unendo alle proteste collettive contro la guerra già in atto, personali azioni di disobbedienza civile ed obiezione di coscienza.
Lo stesso servizio militare di leva- della cui reintroduzione si sta discutendo sempre più spesso – è stato infatti ‘sospeso’ ma non abolito, per cui le normative in materia prevedono esplicitamente che potrebbe essere ripristinato con effetto immediato: “…con decreto del Presidente della Repubblica, previa deliberazione del Consiglio dei Ministri, se il personale volontario in servizio è insufficiente e non è possibile colmare le vacanze di organico […] a) se è deliberato lo stato di guerra ai sensi dell’articolo 78 della Costituzione; b) se una grave crisi internazionale nella quale l’Italia è coinvolta direttamente o in ragione della sua appartenenza ad una organizzazione internazionale giustifica un aumento della consistenza numerica delle Forze armate” (art. 1929, Codice Ordinamento Militare, D. Lgs. 66/2010 ).
«Oltre a mobilitarci per il diritto ad obiettare alla guerra dei giovani ucraini, bielorussi, russi, israeliani e palestinesi – avendo promosso con altre organizzazioni internazionali prima la Campagna #ObjectWar e da poco quella Global Action #RefuseWar – dichiara Ermete Ferraro, Presidente del M.I.R. – in alcune città lanceremo un appello ai cittadini da 17 a 45 anni, affinché inviino alle sedi competenti una formale dichiarazione preventiva di obiezione di coscienza al servizio militare di leva, scegliendo un servizio civile alternativo, come peraltro già previsto dallo stesso Codice Militare. Non escludiamo anche azioni di denuncia delle frequenti omissioni dei Comuni, che continuano ad aggiornare le liste di leva, ma senza pubblicizzare ai cittadini modalità e regole d’un eventuale ripristino del servizio militare e soprattutto senza informare sul diritto di obiettare ad esso».

International Day of Conscientious Objection. The commitment of M.I.R. Italy to revive the conscience of the objection.
May 15 is the International Day of Conscientious Objection, to urge the commitment of those who do not want to limit themselves to contesting wars and militarism, but want to oppose it concretely and directly, combining nonviolent resistance with an alternative proposal for peace and social and environmental justice.
In this particularly critical year, the M.I.R. Italy – the oldest Italian pacifist organization, internationally affiliated to the I.F.O.R. – reaffirms its commitment to counteract the warmongering pressures and the militarization of culture and society, with particular attention to the world of young people, schools and universities, increasingly involved in propaganda activities of the armed forces.
Right on the ground of Conscientious Objection to war and military service, the M.I.R. Italy intends to sensitize the youngest to oppose the contagion of militarism and warmongering, joining the collective protests against the war already underway, and personal actions of civil disobedience and conscientious objection.
The same military service- the reintroduction of which is being discussed in Italy more and more often – has in fact been ‘suspended’ but not abolished, so the relevant regulations explicitly provide that it could be restored with immediate effect: “…by decree of the President of the Republic, after deliberation of the Council of Ministers, if the volunteer staff on duty is insufficient and the vacancies cannot be filled […] a) if the state of war pursuant to Article 78 of Constitution; b) whether a serious international crisis in which Italy is directly or by reason of its membership in an international organisation justifies an increase in the number of armed forces” (art. 1929, The Italian Code for Military System, D. Lgs. 66/2010).
«In addition to mobilizing for the right to object to the war of young Ukrainians, Belarusians, Russians, Israelis and Palestinians – having promoted with other international organizations before the Campaign #ObjectWar and recently the Global Action #RefuseWar – says Ermete Ferraro, President of the M.I.R. – in some cities we will launch an appeal to citizens from 17 to 45 years, so that they send to the competent offices a formal declaration of conscientious objection to military service, choosing an alternative civilian service, as already provided by the Military Code itself. We also do not exclude actions to denounce the frequent omissions of municipalities, which continue to update the military lists, but without advertising to the citizens modalities and rules of a possible restoration of the military service and above all without informing on the right to object to it»

Journée de l’objection de conscience. L’engagement du M.I.R. Italie pour faire revivre la conscience de l’objection.
Le 15 mai marque la Journée internationale de l’objection de conscience, pour solliciter l’engagement de ceux qui ne veulent pas se limiter à contester les guerres et le militarisme, mais entendent s’y opposer concrètement et directement, en associant la résistance nonviolente à une proposition alternative de paix et de justice sociale et environnementale.
En cette année particulièrement critique, le M.I.R. Italie – la plus ancienne organisation pacifiste italienne, affiliée internationalement à l’I.F.O.R. – réaffirme son engagement à s’opposer aux velléités bellicistes et à la militarisation de la culture et de la société, en accordant une attention particulière au monde des jeunes, aux écoles et aux universités, de plus en plus impliquées dans les activités de propagande des forces armées.
C’est précisément dans le domaine de l’objection de conscience à la guerre et au service militaire que le M.I.R. Italie entend sensibiliser les plus jeunes à s’opposer à la contagion du militarisme et du bellicisme, en combinant les protestations collectives contre la guerre déjà en cours avec des actions personnelles de désobéissance civile et d’objection de conscience.
La conscription militaire elle-même, dont la réintroduction est de plus en plus discutée, a en fait été « suspendue » mais pas abolie, de sorte que le règlement applicable indique explicitement qu’elle pourrait être rétablie avec effet immédiat: « … par décret du Président de la République, après délibération du Conseil des ministres, si le nombre de volontaires en service est insuffisant et si il n’est pas possible de combler les vacances […] a) si l’état de guerre est déclaré conformément à l’article 78 de la Constitution ; b) si une grave crise internationale dans laquelle l’Italie est directement impliquée ou en raison de son appartenance à une organisation internationale justifie une augmentation de la force numérique des Forces armées » (Art. 1929, Code militaire, Décret législatif 66/2010 ).
«En plus de la mobilisation pour le droit d’objection à la guerre des jeunes Ukrainiens, Biélorusses, Russes, Israéliens et Palestiniens – ayant promu avec d’autres organisations internationales, d’abord la campagne #ObjectWar et récemment la campagne Global Action #RefuseWar – déclare Ermete Ferraro, Présidente du M.I. R. Italie – dans certaines villes, nous lancerons un appel aux citoyens âgés de 17 à 45 ans pour qu’ils envoient aux bureaux compétents une déclaration formelle d’objection de conscience à la conscription militaire, en choisissant un service civil alternatif, comme le prévoit déjà le Code militaire. Nous n’excluons pas aussi des actions visant à dénoncer les omissions fréquentes des municipalités, qui continuent à mettre à jour les listes de conscription, mais sans faire connaître aux citoyens les modalités et les règles d’un éventuel rétablissement du service militaire et, surtout, sans les informer de leur droit de s’y opposer».
